'It's probably not a surprise that only married heterosexuals would qualify, but the other information the bill suggests be collected reads like something from Eugenics manual:
Sec. 12.
(a) Before intended parents may commence assisted reproduction, the intended parents shall obtain an assessment from a licensed child placing agency in the intended parents' state of residence.
(b) The assessment must follow the normal practice for assessments in a domestic infant adoption procedure and must include the following information:
(1) The intended parents' purpose for the assisted reproduction.
(2) The fertility history of the intended parents, including the pregnancy history and response to pregnancy losses of the woman.
(3) An acknowledgment by the intended parents that the child may not be the biological child of at least one (1) of the intended parents depending on the type of artificial reproduction procedure used."

GAH!
Well its one way to reduce overpopulation. But whats the real agenda here? People are just stupid when it comes to reproducing. I wish they'd stop.
But if you follow the link, the legislation pretty much try's to keep same sex couples from having children through artificial insemination. They are trying to limit the reproduction of "undesirables". This is nothing but eugenics.
I couldn't follow your links. They are also trying to control what gets said in the Universities as well. I just hope the end of the world is soon like January, I'm really tired of humanity, I'm just really tired in general. Whats the point?
Okay okay okay, I've looked through all of the recent bills to laws for this year and they essentially made an accidental pregnancy a life sentence. They've passed two to three bills as roadblocks to abortion and one bill making it neigh impossible to give said baby up for adoption. They are making countless Rays. If I had hope for the next genereation of men getting emotionally better than this one I might as well slit my wrists now. And Greg as soon as I find your bill I'll post it and links to our local Goverement Scum to the SLIS student listserve.
